Look at this guy.
During a workshop for the future of Europe, this guy suggested to impose a tax on the traffic of SMS and e-mails, in France.

He proposes a tax of 0.015 €/SMS (0.02 USD) and 0.00001 €/e-mail (0.000013 USD).
Since the quantity is huge, it would be a huge pack of money for Europe and others members of the European Union.

"A SMS sent from Paris to another french city could be taxed by France, and a SMS sent to another country could be taxed for the European budget."

This guy is Alain Lamassoure, a french politician.
